Leave Travel Concession (LTC)

  • Leave Travel Concession Introduced to State Govt Employees vide Order No 713/2012/Fin Dated 31/12/2012.
  • Applicable to State Govt Employees, staff of aided schools and aided colleges, Full time Contingent Employees, Local Bodies, etc.
  • LTC not applicable to Part Time Contingent Employees, Daily Wages, Contract Employees
  • Applicable to all Family Members which includes employee's wife/husband and their surviving unmarried children/step children or legally adopted children wholly dependent upon the employee and the same has to be recorded in the service book.
  • LTC limited to the fare by the shortest direct route calculated on a through ticket fare, irrespective of the fact whether the journey was performed by shortest or any other route.
  • Admissible only once during the entire service after the completion of 15 years of regular continous service.
  • Admissible for a maximum period of 15 days including holidays.
  • The period of absence on account of availing Leave Travel Concession shall be regularised by granting earned leave, half pay leave, commuted leave or leave without allowance under Rule 88, Part l, KSRs.
  • LTC not admissible during Casual Leave, Special Casual leave and Maternity Leave
  • Teachers of Schoots andColleges witl be allowed LTC on vacation..
  • LTC shall be admissibte during leave preparatory to retirement.
  • Original train tickets/bus tickets/air tickets etc shoutd be produced with the claims.
  • LTC limited to a maximum 6500 KM (Combined distance of to and fro journeys to the destination)
  • Maximum allowable air rate for LTC shall not exceed Rs.10000/- upto an aerial distance of 2500 KM
  • Places of visit to be declared in advance.
  • Incidental Expenses and DA on Hault will not be admissible. Only to and fro fare admissible.
  • Advance for LTC may be sanctioned upto 90% of Estimated fare.
  • LTC final bill should be preferred within one month of the completion of return journey.
  • If the journey not commenced within 30 days from the drawal of advance, the entire advance should be recovered with 18% interest.
  • When no advance is drawn, reimbursement of LTC claim stands forefeited, if the claim not preferred within three month of the date of completion of return journey.
  • The Controlling Officers should maintain a register of LTC claims and advance registers.

Travelling Allowance - General Rules

  • TA is classified as compensatory allowance and it should not be on the whole a source of profit to the receipient.[Rule 44, Part I, KSR]
  • The right of a Government servant to Travelling Allowance including daily allowance shall be forfeited or deemed to have been relinquished if the claim for it is not preferred to the drawing officer or controlling officer within one year from the date on which it fell due.[Rule 5A, Part II, KSR], [Article 53 (e), KFC Vol.I]
  • As a rule, the travelling allowance claims should be preferred within a month of the due date. Controlling officers may pass for payment travelling allowance claims presented more than a month after the due date, only if there is sufficient justification for the delay. The travelling allowance drawn in advance under the rules will be held under objection pending the submission of the final travelling allowance bill.  In such  cases, if the final travelling allowance bill  is not preferred within three months of the due date, the advance drawn should be recovered in lump from the next pay bill of the officer concerned and settled finally.[Article 53 (e), KFC Vol.I]
  • Time limit for Travelling Allowance is Two years from the date when the claim due for payment [Article 56 (b)(ii), KFC Vol.I]
  • Head Quarter means the radius of 8 k.m. around the place or office in which an officer is employed
  • No TA will be admissible for the journey within the Head Qaurters except: (i) actual cost to the officers in Grade (III) or (IV) when deputed for duty or called to duty; (ii) allowance to teaching staff of Training Centres when deputed for practice teaching.(iii) actual fare subject to a maximum of Rs.10 to last grade employees attending treasury duty since 23-09-2002, and (iv) conveyance allowance to attend Annual Firing course and NCC camp. (R.64, 5,9 P II KSRs, GO (p) 567/02/Fin dated 23/09/2002 & notes 2&3 to R 57 PII).
  • Travelling Allowance is eligible for the journey for appearing obligatory departmental examination, provided that Travelling Allowance shall not be drawn more than twice for any particular examination [Rule 77, Part II, KSR].

Leave Travel Concession - Ceiling of Air fare rate - Circular Issued

Vide Circular No.GO(P) 94/2019/Fin Dated 03/12/2019, Clarification orders has been issued that maximum allowable air rate for LTC shall not exceed Rs.10000/- upto an aerial distance of 2500 KM.Beyond that aerial distance, where there is direct flight, the ceiling shall be Rs. 10,000/- and if there is change of flights involved above 2500 km distance, the limit shall be Rs. 15,000/-.However the admissible claim will be limited to the actual expense or these ceilings, whichever is lesser.

Travelling Allowance for PSC verification & Departmental Test

  • Travelling Allowance and Daily Allowance is eligible for journey performed for PSC Verification vide GO(P)No.6/2013/GAD dated 09/01/2013.
  • Travelling Allowance is eligible for the journey for appearing obligatory departmental examination, provided that Travelling Allowance shall not be drawn more than twice for any particular examination [Rule 77, Part II, KSR].

Submission of TA Bills - Revised instruction issued

Vide GO(P)No.150/2019/Fin Dated 05/11/2019, cancelled GO dated 06/09/2019 and  revised instruction issued for the submission of TA Bills. Any employee whose TA bill exceeds monthly/quarterly ceiling, shall submit the originals of train ticket /copy of flight ticket/ Bus Ticket attached to the TA bill, for admitting such claims. This requirement would apply to all those employees who have now been permanently exempted from TA ceiling or given one time exemption.
