Fixation of Pay on Promotion /Higher Grade
Fixation of Pay under Rule 28
- Applicable only to promotion from a Substantive post to a Higher substantive post, scale of pay minimum of which exceeds Rs.95600/- w.e.f 01/07/2019
- Pay fixed in the Higher substative scale at the next stage of the pay already enjoyed in the lower post on the date of promotion.
- Refixation of pay will not be allowed. Next increment will be given on completion of one year from the date of promotion
Fixation of Pay under Rule 28 A
- Applicable to promotion from Substantive, temporary of officiating post to substative, temporary or officiating post / Higher grade post scale of pay minimum of which do not exceed Rs.95600/- w.e.f 01/07/2019
- Pay initially fixed on the date of Promotion at the stage next above the pay notionally arrived at in the lower time scale of pay by increasing the actual pay drawn by him in the lower time-scale by one increment.
- A refixation of pay will be allowed whenever there is a change of pay in the lower time scale. Next increment will be given on completion of one year from refixation.
- Refixation of pay will not be allowed for promotions in the substantive post.
- Refixation of pay will not be allowed if more than two increment benefit is enjoyed on initial fixation on the date of promotion. In such cases next increment will be given on completion of one year.
- Pay fixed on the date of eligibility of Time bound higher grade at the stage next above the pay notionally arrived at in the lower time scale of pay by increasing the actual pay drawn by him in the lower time-scale by one increment. Next increment will be given on the normal increment date of lower post. Next increment will be given on completion of one year if more than two increment benefit is enjoyed on initial fixation.
- Option facility for Time Bound Higher Grade has been discontinued w.e.f 01/02/2016.
- An officer officiating in a post, when appointed to a higher post on the advice of the Public Service Commission or otherwise is eligible for his initial pay being fixed under this rule and is also entitled to the benefit of a re fixation [Rule 28A G.D.1(2)]
Fixation of Pay under Rule 30
- Applicable to a holder of a post of which scale of pay changed.
- Pay fixed at the same stage in the new scale of pay. Next increment will be given on the normal increment date of the old scale.
- If the pay drawn in the previous scale is not a stage, then the pay in the revised scale may be fixed at the next lower stage, the difference being treated as personal pay to be absorbed in future increase in pay.
- If the pay drawn in the previous scale is less than the minimum of the revised scale then the pay in the revised scale may be fixed at the minimum.
Fixation of Pay under Rule 37(a)
- Applicable to promotion / Higher grade post scale of pay minimum of which do exceeds Rs.95600/- w.e.f 01/07/2019
- Pay initially fixed on the date of Promotion at the stage next above the actual pay drawn by him in the lower time-scale.
- A refixation of pay will be allowed whenever there is a change of pay in the lower time scale. Next increment will be given on completion of one year from refixation.
- Refixation of pay will not be allowed if more than one increment benefit is enjoyed on initial fixation on the date of promotion. In such cases next increment will be given on completion of one year.
- Pay fixed on the date of eligibility of Time bound higher grade at the stage next above the actual pay drawn by him in the lower time-scale. Next increment will be given on the normal increment date of lower post.
